What is the best OBD reader for KIA cars?

Hi,
I bought a new KIA Stonic but as the local regulations require me to turn on the tail lights also during day time. Unfortunately the tail lights won't turn on with the DRL.
I read that there is such an option in the car computer, as in some countries KIA is required to sell the car with such option enabled. So now I am searching for a proper OBD tool so I could changed that setting.

Will appreciate any suggestion of a proper OBD tool. Preferably not an expensive one.

First of all I am not sure that the option to turn on tail lights with the DRL is available on all models.
Also the local dealer decided not to bother with it since most drivers activate their head lights during winter so no one really
cares. Only me.
I would go to the dealer but he is a D$^5 so it will be a head ache to ask him to do anything that he is not required.

Do you think this will work? Or do I really need a professional Diag. tool?
