So there is an issue with the passenger seat belt warning on my 2013 Proceed, Its got a life of its own and goes off whither there is a passenger or not or if a belt if in use or not.. Is there a way to turn this function off completly?

I very much doubt it!

Better to try and find why it is doing it, I'd suggest. First I'd check the connector under the seat, then perhaps try bouncing up and down on the seat a few times. Then check there is nothing in the seatbelt socket, perhaps spray a bit of contact cleaner into it. Maybe try turning the airbag isolator switch on and off a few times. After that, you'll probably need to seek help from someone who can analyse any fault codes.

I thought that was the case, just wondered if there was a quick fix for it.

There are various sequences that can be performed that should disable it, you'll just have to try and see.

otherwise use an alarm chime disabler if it comes back on again.
