What is the best OBD reader for KIA cars?

I would go to the dealer but he is a D$^5 so it will be a head ache to ask him to do anything that he is not required.

If it is a local regulation. Then no matter what other drivers do it should be something that is activated as standard on picking up the car.

As to the ebay link. I do not think anyone will know.

I know from a previous Pug 207CC that a off the shelf OBD was a waste of time. To adjust anything required custom program & leads.
As well as only running on old version of windows.
