Last week I bought kia optima 2019 from a kia dealer but there is only one service recorded at 29k miles. Is this ok because in service book it is stated 12 months or 20k miles. Car is diesel.
And should a dealer do a service before selling a car to privet person or he doesn't have to?

Depends on where it was bought from. What age the car was, when sold. (so if 9 months old & under 20K, then the dealer has no obligation to do one)
It is not everything warranty wise that is voided, only anything that can be attributed to the missed service.

I contacted the dealer or rather dealer's sales person and he said he will check this for me as it can be recorded online but not in paper service book.
Car was owned by dealer for company use.
Car will be 2 years old in march and has 29k miles.

In usual circumstances, this would be regarded as a late service because it should have had the major service done at 20k. Servicing this late is incorrect maintenance and if an issue arises in the future and is linked back to an oil fed component or other item serviced late, that particular warranty claim would be rejected.

Last year however, we were supporting with late servicing as a result of the lockdown. If this car's service was due during the lockdown, there would have been some flexibility as long as it was booked in as soon as possible after restrictions were lifted. Please PM us with the reg and scan of the service stamp if we can check. It's still surprising that being dealer owned, it wasn't serviced earlier.

Dealers generally will service before completing the sale but it depends on what service items are due next and when.
