I purchased a Kia care plan by direct debit which completed in February 2020. It covers services 3+4. However my vehicle a 2017 Optima has only covered 19500 miles. Taking her tomorrow for her service 4 40000 or March 2021, have I lost service 3 on my plan as vehicle was serviced last Feb before plan was fully paid for...

I would speak to dealer about that.

Where did you buy the service plan from? Best guess online & You had not updated MyKia to show you had, had Service 3 already.
As it seems odd that it would include a service you have already had, unless above i correct.
