Seems fair. If landowners/building owners want to put them in then fine, if they do not fine again. It's their choice, unless Government are going to pay for the install. If owners are expected to pay, then they are going to charge eyewatering charging costs. To cover the costs of putting a charger in & running it.
As a lot of EV owners expect to park for free while charging & will stay for hours despite not requiring that long at the charging point. Thus blocking other users from charging.
This is only going to get worse as more change to EV.

At previous employer we had 20 chargers (this was 2+ years ago when I retired) if they were all full and someone wanted to charge their car. Security would look at the chargers & then go to get the car owner to move their car if it was not charging. They then had to make back the time it took them to move their car. It was a very good incentive for the early starters to ensure that they moved their cars on one of their breaks, so leaving a space free, for people that started later... God help any ICE driver that parked there. 3 strikes & you had your pass removed. Even if there were no other parking spaces left.
