Not a picanto question,
But, does anyone know why a 2013 reg car would not have daylight running lights?
Could it be that the car was made before 2010, ( afaik, from this year all vehicles had to have DLR fitted) and this car, a ford, was registered in 2013?
I'm just wondering.

Just which ford is it though?

My van doesn鈥檛 have DRLs and that鈥檚 a 2014

Your local Ford dealer should be able to tell you the production date from the VIN.
A lot of the plastic parts will have date stamps on them which can also give a clue at least.

Legislation and requirements:
Vehicle manufacturers must fit DRL to new types of passenger car and light goods vehicle (car derived vans) type approved to European vehicle requirements from February 2011[footnote 1] . In practice this means that any new model launched after this date, and many launched before, will be fitted with DRL. However, existing models on sale before this date without DRL fitted can continue to be sold and used indefinitely

So if the model you have was already in production before 2011 it can be sold without drls indefinitely
