Ok, that may not be the correct name for it.
It blanks/blocks off the air inlets at the front to the radiator. Used in the winter to reduce cold air entering and keeping the engine bay cool thereby assisting the engine in getting up to temperature quicker.

I believe they are quite common in continental Europe and other countries that get very cold in the winter such as Northern USA and Canada.



Is there such a thing for a Kia Cee'd?

I doubt if there is one available in the UK, maybe a Scandinavian dealers website. The radiator does nothing to cool the engine until it is up to temperature and the thermostat opens. If your car is a diesel they take a long time to warm up and it doesn't get cold in Hampshire,I live 500 miles north of you and don't have a problem.
