2002 2.9CRDI fault codes starting and oil leak

Had an intermittent starting problem last couple of weeks, during the cold weather and have a new preheated air assembly on its way just in case this is part of the issue.
New battery, new fuel filter and air filter.
This morning was a non starter and turning over just not firing, so as we were away and needing to get home a call to the RAC, attended checked engine, fault codes 1119 Rail Pressure control valve IMV trim, intermittent and 0202 cylinder 3 injector drive combustion too low-intermittent.
Inter cooler off etc too see if any obvious fuel leaks at injectors, rocker gasket is leaking and needs replacing but no fuel leaks.
Disconnected the rail pressure IMV sensor and reconnected after inter cooler and plastic engine cover removed.
Then turned over engine and starts no problem.

Any ideas on problem, do I need a new IMV valve ? Checked on eBay and the one he unplugged is around ÂŁ30.

Compression too low? Is this an injector problem or something else, which is cylinder 3 when looking at engine from front ?

Also have a free glowing oil leak from the vacuum oil pipe feed alternator end, so being towed home rather than cause damage, fortunately this pipe is only ÂŁ25-30 from Kia.

Any ideas on the fault codes and starting problem cause and cure?

bringing up the 1119 code then pump is loosing pressure and not getting enough to the injectors to start it.
when removing the rail pressure sensor if he primed the system with the priming bulb then yes it will start easy.
